There are total 15 Major villains in DC Extended Universe, some are Notable.
Here is their ranking from bottom to top:
#15 Maxwell Lord (WONDER WOMAN 1984)
Maxwell Lord was below than decent villain in DCEU especially if it is about movie of mythic and iconic superhero Wonder Woman. WW84 was absolute successful movie but most of fans didn't like it much.
#14 CHEETAH (WONDER WOMAN 1984)
Kristen Wiig didn't get much screen time as in WW84 instead most time she was normal citizen and after sometimes superhuman named Barbara Minerva but not Cheetah. Her action scenes were good make her above Maxwell Lord. Patty Jenkins filled too much sweetness in this movie makes it decent movie.
#13 FAORA UL (MAN OF STEEL)
Faora was good villainous character with good action scenes without any doubt. She was best member of team of General Zod, which made her notable villainous character.
#12 BLACK MASK (BIRDS OF PREY: HARLEY QUINN)
Ewan McGregor did very good job as Roman Sionis AKA Black Mass in Birds of Prey. Total gangster and criminal look.
#11 INCUBUS (SUICIDE SQUAD)
Incubus was so strong in suicide squad. Incubus is brother of Enchantress who is even stronger than him. Alain Chanoine did fabulous job for this monstrous character.
#10 Dr. SIVANA AND 7 DEADLY SINS (SHAZAM)
Sivana was dominating villain which was played by Mark Strong in Shazam with impressive performance. Seven deadly sins were scarier and perfect monstrous. All 7 seven deadly were in that evil eye ball which was found by Sivana in Rock of Eternity, which is better if we count Sivana and 7 Sins as one.
#9 BLACK MANTA (AQUAMAN)
Yahya Abdul Mateen II played fantastic Black Manta, his back story in starting, his acting, his fighting scenes, perfect screen time. He dominated his fight against Aquaman.
#8 ENCHANTRESS (SUICIDE SQUAD)
Enchantress is horrific witch character and one of the most powerful sorcerer/character in DC. She is even more old than Wonder Woman herself. Cara Delevingne is very talented actress and she gave best as Enchantress.
#7 DOOMSDAY (BATMAN VS SUPERMAN: DAWN OF JUSTICE)
Doomsday is one of strongest character in superhero universe. He even once defeated Darkseid in comics. But we are talking about DCEU he didn't accomplish less. He killed superman and killing superman is one of the greatest accomplishment for anyone.
#6 OCEAN MASTER (AQUAMAN)
King Orm is half brother of Arthur Curry (Aquaman). Before Aquaman got King Atlan's Trident for all Atlantean he was rightful King. Patrick Wilson is great actor and did another DC movie before. And in Aquaman he did fantastic Orm. He always wanted to humiliate his half brother, rule his people, destroy people at surface, and fight skillful. He was perfect Orm.
#5 ARES (WONDER WOMAN)
Ares is Greek Mythological figure, he is acknowledged as Greek God of War and he is son of Zeus. In DC both Ares and Diana are son and daughter of Zeus. David Thewlis is respected actor for his notable work in Harry Potter franchise and did excellent job in Wonder Woman.
#4 LEX LUTHOR (BATMAN VS SUPERMAN: DAWN OF JUSTICE)
Lex Luthor is mastermind character and his storyline in movie written beautifully. He forced Superman and Batman fight each other. Jesse Eisenberg is great actor and did fantastic work in BvS. Many people doesn't like him because in comics his look is different. But actually his part and the job he done is easily countable in Top 5.
#3 DARKSEID (ZACK SNYDER'S JUSTICE LEAGUE)
Darkseid was epic in ZSJL and easily would take no.1 spot as Greatest Villain in DCEU and one of the best in Hollywood. He didn't shown in movie as lead villain. It is his deserving spot. Thank You Ray Porter for being our Darkseid.
#2 GENERAL ZOD (MAN OF STEEL)
General Zod is heart winning role in DCEU and greatest villain before ZSJL in DCEU since the beginning of DCEU. General Zod will always remain fan favorite. Thank You Michael Shannon for give us great Zod. He done his overall job perfectly.
#1 STEPPENWOLF (ZACK SNYDER'S JUSTICE LEAGUE)
Steppenwolf won most of the fans' hearts and clearly deserves at no.1 spot until we get Darkseid in future JL movies. If we watch before epic Flash scene he won the battle. He succeed in his aim of synchronize the unity of three mother boxes but Flash undid his victory by reversing the time and 3 JL members killed him and sent head to Darkseid.
